Ledger was created by Walter H. Whitaker when he operated a general store in Oddville, 4.5 miles northeast of Cynthiana, Harrison County, Ky. Oddville was first settled 1799 by the family of Josiah Whitaker, a Methodist minister. In 1851 Hezekiah Whitaker, a local shopkeeper, applied for the establishment of a post office.
